Предметом данной докторской диссертации является вопрос, весьма важный для уяснения процессов формирования, роста и расширения римского государства. После выхода капитальной работы Моммсена "Римское государственное право" накопилось много новых документальных данных, позволяющих внести некоторые существенные коррективы в его взгляды. Это было учтено автором данной диссертации: она добросовестно изучила и суммировала весь конкретный материал о праве римского гражданства и о формах и путях его распространения в римском государстве. Одновременно автор делает поверхностные зарисовки того исторического фона, на котором совершилась эволюция условий предоставления прав римского гражданства. Автор обнаруживает здесь обычные дефекты буржуазной методологии, рассматривающей политические институты изолированно от социально-экономических явлений и от вопросов классовой борьбы.

Гудфеллоу отмечает в своей работе некоторые характерные черты и этапы в эволюции условий предоставления прав римского гражданства. Так например она обращает внимание на огромную разницу условий предоставления права римского гражданства в более раннюю республиканскую эпоху и в более позднюю эпоху, эпоху Августа. То, что было невозможно в республиканскую эпоху, стало возможным явлением с установлением принципата. Права римского гражданства с эпохи принципата стали сравнительно легко распространяться на членов других гражданских общин. Но и этот процесс в изображении автора исторически мало обоснован. В общем работа для советских исследователей истории древнего Рима может сослужить известную службу в качестве справочной.
