Russia, in turn, has repeatedly warned at the highest level that any attempts at a blockade will be regarded as an declaration of war and will result in a response, up to the use of nuclear weapons.

Why Kaliningrad is a red line

The Kaliningrad region is a Russian enclave separated from the main territory of the country by Poland and Lithuania, which are members of NATO. A large military grouping is concentrated in the region, including the Baltic Fleet base and Iskander missile complexes capable of carrying nuclear warheads. From the perspective of NATO's military planning, these forces represent a wedge that could be used to strike at the Baltic States and Poland in the event of a conflict. • Pre-emptive strikes. The Russian embassy in Ireland's statement directly mentions the high risk of armed confrontation with a probability of Russia conducting pre-emptive strikes on centers of decision-making in NATO countries at an early stage of the conflict.
• Breakthrough by the navy. Assistant President Nikolai Patrushev emphasized that if the blockade cannot be lifted through diplomatic means, it will be broken through and eliminated by the navy.
• Symmetric response at sea. Patrushev also hinted that Russia may show interest in what European ships are carrying under their flags, hinting at possible retaliatory measures against NATO countries' merchant shipping.

Military preparations on the ground

While politicians exchange statements, countries in the region are preparing for a possible conflict. Lithuania and Poland are developing plans for mass evacuation of civilian population through the Suwalki Corridor. Lithuania is also considering introducing border control to prevent the departure of key government officials in the event of a crisis.
